Donbas Media Forum is an annual conference that brings together journalists and media managers from Ukraine and the world, providing an opportunity to discuss current issues of the profession and establish communication. It was founded by the media organization DII-Ukraine in 2015.

Freedom of Speech vs. Freedom of Lies
How Ukrainian media navigate global challenges,safeguard democratic values, and remain a compass for society during war and global turbulence
In recent years, the old world order has undergone dramatic transformations, and more and more often, instead of freedom of speech, authoritarian leaders and propagandists resort to the freedom of spreading lies. As a result, we now find ourselves in a world where falsehood no longer requires rebuttal. Deepfakes, information-psychological operations, “newspeak,” and other instruments of information warfare are produced at the speed of an AI-generated response, effectively normalizing a disinformation-driven world.
In such a world, only media that preserve the trust of their audiences remain a pillar for civil society, helping it return to a reality where black is still black, white is white, and lies are recognized as disinformation and falsehood. Yet the influence of media is diminishing under the pressure of global challenges that are rapidly dismantling the old order.
At the same time, local media from regions affected by occupation or other consequences of war are becoming increasingly important communication bridges with Ukrainians living under occupation — especially where the reach of state institutions is limited. The loss of such media would also mean the loss of vital connections with our people, including those in occupied territories.
How can media stay flexible and continue carrying sustainable meaning? How can they safeguard their values while striving for financial stability? How can regional outlets in the East and South of the country remain resilient and shape a Ukrainian vision for their audiences scattered across the globe by Russia’s eleven-year war against Ukraine? And how can journalists stay in the profession when the ground beneath them disappears—both emotionally and, at times, physically? These are existential challenges facing every Ukrainian media outlet and journalist in today’s world.
Free dialogue will help media professionals openly discuss current challenges and develop strategies for future actions so that freedom of speech is not only an abstract value but also a practical tool that strengthens society.
